Panglao Island is widely known as one of the best places in the Philippines for underwater adventures. While scuba diving often gets most of the attention, snorkeling around Panglao can be similarly rewarding. One of the reasons Napaling is so popular is how easy it is to access the water. Stairs lead from the cliff directly down to the sea, and the sardines are usually only about 10 meters from the shoreline. Within seconds of entering the water, snorkelers can find themselves surrounded by fish.
Beyond the sardines, the shallow reef here is surprisingly healthy and colorful. Hard corals, small reef fish, and anemones create a lively environment that makes the entire site worth exploring. Moreover, Napaling is a deep wall, meaning that in 1 minute of swimming, you can look down and see the deep blue, which is a very cool feeling.

Momo Beach – A Quiet Reef with Easy Access
Momo Beach is a more relaxed and less crowded snorkeling spot compared to many of Panglao’s well-known beaches. It offers easy beach access, especially during high tide when entering the water is very comfortable.
Just a short swim from the shore, snorkelers can reach a healthy shallow reef filled with coral formations and reef fish. The area is known for its calm conditions and clear water on good days.
If you’re lucky, you might even encounter sea turtles passing through the reef. While sightings are never guaranteed, they do happen often enough to make the swim exciting.

White Beach / Dumaluan Beach – Reef and Relaxation
The stretch of coast around White Beach, also called Dumaluan Beach, is another great place to snorkel in Panglao. The reef here is best explored during medium to high tide, as the rocky shoreline can make entry more difficult when the tide is very low.
In front of Oceanica Resort is one of the nicer snorkeling sections in the area, where shallow coral patches attract schools of tropical fish. The reef is not far from shore, making it accessible even for casual snorkelers.
Another reason many visitors enjoy this spot is the atmosphere on land. The beach is quieter than Alona, and it’s a great place to relax after snorkeling. Having a drink or a meal while overlooking the ocean is a perfect way to spend the afternoon.

Alona Beach – The Most Accessible Snorkeling Spot
Alona Beach is the most visited beach on Panglao Island and is often the first place travelers experience the island’s marine life. The beach is famous for its white sand, resorts, restaurants, and dive centers.
Snorkeling here can be rewarding, but conditions depend on the tide. During low tide, it can be difficult to cross the rocky section near shore. Medium to high tide is usually the best time to enter the water.
The reef itself is located farther from the beach compared to other snorkeling spots in Panglao, so reaching it requires a longer swim. For confident swimmers, however, the effort can be worth it. Coral patches and reef fish can be found along the reef edge, and sometimes turtles and schools of fish pass through the area.

Balicasag Island – World-Class Snorkeling by Boat, But...
Balicasag Island is one of the most famous marine sanctuaries in the Philippines and offers some of the best snorkeling near Panglao. Located about 30–40 minutes by boat from Panglao Island, it is known for its beautiful coral reefs, excellent visibility, and frequent sea turtle encounters.
The reefs around Balicasag are very healthy and full of life. Snorkelers can expect to see colorful coral gardens, large schools of tropical fish, and often multiple sea turtles grazing on the reef. Turtle sightings are extremely common here, making it one of the highlights of many Panglao island hopping trips.
Unlike the other snorkeling spots on Panglao, Balicasag is only accessible by boat trips, which makes visiting more expensive compared to shore snorkeling locations, and it's usually bundled in a tour package. Most visitors reach the island through organized island-hopping tours departing from Alona Beach.
Because of its popularity, Balicasag can also become quite busy. On a typical day, hundreds of snorkelers visit the island, especially during peak travel seasons. Once you're there, the local ordinance requires you to hire a small paddleboat for safety reasons, regardless of your swimming ability, which can be annoying to more experienced snorkelers.
Despite the crowds, the beauty of the reef and the chance to see turtles still make Balicasag one of the most memorable snorkeling experiences in the region, but it isn't recommended to those who are looking for a more peaceful, independent activity.
